New Entry and Return to School Measures in Shenzhen

About 5.37 million people are expected to return to Shenzhen after Spring Festival break.
The Shenzhen epidemic prevention and control centre has announced new measures to strengthen the health management of people who are coming into the city as well as those who are returning after the Spring Festival break.
Before returning to Shenzhen, all the people are advised to take a Covid-19 test within 48 hours before arrival. If one can't get the test in time, then they are advised to take one within 24 hours upon arrival.
Those who have been to mid- or high-risk areas within 14 days before arrival will have to inform their community management or hotel management as soon as they enter the city.
The ones that have been to a land border port city within 14 days will have to conduct a 14 days self-health monitoring, report health situation to the authorities, actively participate in a one time health inquiry, report the status of their health code, and take a Covid-19 test.
All returnees and people coming to the city must also keep an eye on relevant policies in advance, they can find dynamic updates and adjustment s on policies which are updated every day through:

All the people entering Shenzhen must also actively declare their health status before departure. One can do so through iShenzhen mini-program, just search for “深i您自主申报”on Weixin as shown below:

Since the platform is completely in Chinese, you have two options if you can't read Hanzi, one is to ask for help from a Chinese Friend, the second option is to take a screenshot of each image and translate image texts using Weixin.
School Opening
The returning time for primary and secondary school students as well as kindergarteners has been postponed to February 21, 2022.
Universities will arrange students' return time in accordance with the campus' epidemic prevention and control readiness and measures implemented by the management in the campus.
All students must carry out a 14 day self-health monitoring before returning to campus and must take a nucleic acid test within 48 hours before arrival.
Returning Workers
All people returning to work must declare their itinerary when returning to Shenzhen and have to present a NAT result taken within 48 hours before arrival.
International Goods and Express Mail Management
All enterprises handling goods and express mail from abroad must strengthen disinfection and sterilization. Employees in direct contact with such goods and mails must strictly take personal protective measures such as wearing masks and gloves, and apply a formula of "two tests in seven days" nucleic acid testing.
